Randi L. Cooper, Esq., is a distinguished attorney and environmental planning expert with over 25 years of diverse experience in environmental compliance, project management, legal practice, and education. She earned her B.A. in Environmental Studies with a Business Administration emphasis from the University of Southern California in 1995 and her J.D. from the American College of Law in 2000. Admitted to the California State Bar in 2001, Ms. Cooper also holds a California Real Estate Broker's License and has passed the California Basic Educational Skills Test (CBEST) for teaching credentials.

Ms. Cooper's career is marked by her extensive expertise in environmental planning and compliance. As Vice President of CEQA Programs at Questa Environmental Services (2006-2010), she managed environmental review processes for major projects, including the Los Angeles Unified School District's New School Construction and Existing School Modernization Programs. Her career began at Terry A. Hayes Associates, where she advanced to Senior Associate, overseeing environmental documents in accordance with CEQA and NEPA, advising clients, and managing teams.

Her portfolio boasts numerous high-profile environmental impact reports and assessments for government agencies and private clients, including redevelopment projects, transportation initiatives, educational facilities, and port developments. Notably, her work at the Port of Los Angeles involved air quality monitoring programs and environmental impact assessments for marine terminal projects.

Beyond her environmental expertise, Ms. Cooper is proficient in computer systems, cloud computing, cybersecurity, and web development. She excels in breaking down complex technical information for lay audiences, a skill valuable in her legal practice and consulting work. An adept communicator, she has prepared over 800 environmental compliance documents and possesses extensive experience in legal writing and public speaking.

Since 2024, Ms. Cooper has been serving as the family law legal advisor for the nonprofit Timelist Group. She previously produced and hosted "Law on Air," a legal talk radio show, and facilitated the Los Angeles City Attorney Neighborhood Justice Program. Her leadership roles include Vice President of the Black Women Lawyers Association and co-chairing its Annual Scholarship Fundraiser.

Ms. Cooper is deeply committed to community service and pro bono legal work, volunteering with the Harriet Buhai Center for Family Law, Mesereau Free Legal Clinic, and the Bankruptcy Self-Help Desk. Her community engagement also includes assisting with the Crenshaw Church of Christ Food Pantry and chairing the American Bar Association Section of Environment, Energy, and Resources Minority Fellowship Program.
